Can every PDF be compressed to under 100 KB?
Not always. A born-digital PDF with many pages will often stay above 100 KB even with maximum compression, because each page of text takes some space. Scanned one-page documents usually get there. If the output is still too large, splitting the PDF into individual pages and submitting one at a time is the best workaround.
Will the text still be readable at 100 KB?
Yes - text is stored as vector data and is not affected by image compression. What degrades is any embedded photographs or diagrams, which may appear softer.
